The first registrations were started in September 2006, and the concept behind this extension is that all websites that use it must comply with special requirements. In other words, all .MOBI websites must be built to be accessed properly by mobile devices in accordance with the so-called “MWI Best Practices for mobile content” drawn by the W3C Mobile Web Initiative (MWI) in collaboration with the .MOBI Registry organization. These involve how a page is being navigated, the way it is being displayed (form and size), and so on.

The regulations have raised some concerns due to the fact that the top-level extension is the only one that specifies what devices ought to be able to access a website and the way in which this should happen, breaking the so-called principles of device independence, according to which a site should be designed in such a way as to be accessed by most web browser applications and devices, be they mobile or stationary.
